18 PROPOSALS  ON SECURITY AND JUSTICE ISSUES
BY CAUSA EN COMÚN

 

 

  • Institutional Reconstruction:

 

  1. To relaunch the institutional network of the National Public Security System in order to strengthen police, prosecutor’s offices and penitentiaries, to define national strategies, and to properly distribute responsibilities.
  2. To promote the increase of resources for the Public Security Contribution Fund, destined to the states, and recover the funds of the Program for the Strengthening of Security, destined to municipalities.
  3. To create a National Police Service, in charge of initial training and professionalization in the three levels of government, and a national program for the standardization and improvement of working conditions for all police officers in the country.
  4. To promote the consolidation of autonomous prosecutor’s offices, to encourage the development of criminal prosecution plans, to strengthen victim assistance units and to promote alternative dispute resolution mechanisms.
  5. To execute a plan to regain control of all penitentiary centers, to reduce overcrowding and to improve the living conditions of prisoners.
  6. In collaboration with the Judicial Branch, implement a plan to increase the number of courts and expedite the administration of justice.
  7. To recover the autonomy of the National Human Rights Commission, adding to it the power to issue binding resolutions and sanctions against institutions and individuals responsible for violating human rights.
  8. To build a National System of Attention to Victims, as established by law, and to recover the Fund for Aid, Assistance and Integral Reparation of Victims.
  9. To re-establish the National Registry of Disappeared and Missing Persons, which was scraped by the federal government, and to increase resources for the National Search Commission.

 

  • Public policies:

 

  1. In coordination with the Armed Forces, to implement a plan for the immediate withdrawal of military elements to their constitutional functions.
  2. To comply with the constitutional  mandate to build a civilian federal police force.
  3. To undertake the dismantling of criminal organizations through direct actions based on intelligence work, and to grant state police and prosecutor’s offices powers of investigation and prosecution of these organizations.
  4. To reduce the catalog of crimes that merit official pretrial detention.
  5. To promote the decriminalization and regulation of the cultivation, production, commercialization and consumption of some drugs whose consumption does not represent a social risk. 
  6. To define and apply an immigration policy that contemplates expediting asylum procedures and safe and orderly repatriations.
  7. To promote campaigns focused on increasing citizen reporting of crimes.
  8. To promote programs focused on the respect for legality, the importance of human rights and gender equality. 
  9. To initiate a national transitional justice process to clarify emblematic cases.
