Being a Police Woman
The project “Being a policewoman” began in 2019, with the financing of the Canada Fund for Local Initiatives in Mexico. The purpose is to understand what it means to be a woman in a public security institution and how it influences their working conditions. The project was implemented in the municipal police of Nezahualcóyotl, and has consisted of three phases:
Phase 1:
- Interviews, six focus groups (with police women and men from different hierarchical levels), and a survey to 300 policewomen.
- With the analysis of this information, two workshop models were designed.
Phase 2:
- A committee for gender mainstreaming was formed, including the Internal Affairs Unit, the Professionalization Institute, the Police Career Commission, the Honor and Justice Council, and the Domestic Violence and Gender Subdirectorate.
- The committee promoted changes in the regulations of the Academy, of the General Directorate of Citizen Security and in the Professional Career, these reforms were approved by the Council’s Ruling Commission on September, 2021.
- Nowadays, the promotion of cadets is made up of 55 men and 47 women, showing a good path towards parity.
Phase 3:
- Application of a questionnaire to measure the gender knowledge comprehension 1,068 elements of the municipal police.
- Workshops were given in the “training of trainers” modality to elements of all the corporation´s sectors.
- A Technical Report on the process of incorporating the gender approach into the disciplinary regime of the corporation was prepared. The idea is to provide an example of “good local practice”, for its dissemination at the national level.
